PHIVOLCS Alert Levels 0–5 Explained

PHIVOLCS (Philippine Institute of Volcanology and Seismology) uses a 5-level alert scale to communicate the current status of each active volcano. Higher levels mean greater danger and the need to evacuate more quickly.

Taal Volcano

Batangas — Most Dangerous

  • Location: Albay, Bicol Region — near Legazpi City
  • Why famous: Most active Philippine volcano with 51+ eruptions since 1616. Known for near-perfect cone shape — and dangerous lava flows.
  • Recent major eruption: 2018 — Alert Level 4, 80,000+ evacuated; 2023 — Alert Level 3 raised multiple times

Case Study: Taal Eruption January 12, 2020

At 2:49 PM on January 12, 2020, Taal's Main Crater began erupting with a phreatomagmatic explosion sending ash 10–15 km into the atmosphere. Within hours, PHIVOLCS raised alert to Level 4. Ashfall reached Metro Manila, Pampanga, and Nueva Ecija. A volcanic tsunami was observed on Taal Lake. Over 376,000 people were evacuated from Batangas and Cavite. NAIA Airport suspended flights. Schools across NCR were closed. The eruption lasted 3 days and caused over ₱3.1 billion in agricultural damage. The lesson: Taal can escalate from routine unrest to Level 4 within hours. 6 Volcanic Hazards Filipinos Must Understand

Volcanoes produce multiple simultaneous hazards — not just lava. Each requires a different protective response.

Lava Flow

Molten rock moving at 1–10 kph — slow enough to outrun on foot, but destroys everything in its path. Primary hazard at Mayon. Avoid river valleys and low-lying areas on volcano slopes. Never return to evacuated areas while lava is active.

Pyroclastic Flow / Surge

Superheated cloud of ash, gas, and rock traveling at 100–700 kph at 700–1,000°C. Instantly lethal — there is no outrunning it. This is what killed thousands in the 1991 Pinatubo eruption. If you see a dark cloud rushing down a volcano slope — move perpendicular to its path immediately.

Ashfall

Fine volcanic particles that can travel hundreds of kilometers. Not soft — volcanic ash contains tiny glass-like shards that damage lungs permanently. Heavy ashfall (10cm+) causes roof collapse. Wear an N95 mask and goggles if you must go outside. Cover water tanks. Stay indoors.

Lahar (Volcanic Mudflow)

Volcanic mud and debris flowing down river valleys, triggered by rainfall on loose ash deposits. Can occur months or years after the eruption. Pinatubo lahars killed more people after the eruption than during it. Avoid rivers draining from any recently erupted volcano during heavy rain.

Volcanic Gases (SO₂, CO₂)

Volcanoes release sulfur dioxide (SO₂) and carbon dioxide (CO₂) that are toxic even at low concentrations. SO₂ causes respiratory problems and acid rain. CO₂ is denser than air and accumulates in low-lying areas — a silent killer. If you smell rotten eggs near a volcano, move to higher ground and alert PHIVOLCS.

Volcanic Tsunami (Taal-Specific)

Unique to Taal: underwater or crater lake eruptions can displace lake water, creating a volcanic tsunami on Taal Lake. Observed during the January 2020 eruption. If you are on Taal Lake when an eruption starts, move to shore immediately and head inland uphill. Fishing is prohibited at Alert Level 1 and above.

Before, During & After a Volcanic Eruption

Follow these PHIVOLCS-aligned steps at each stage to protect yourself and your family from volcanic hazards.

Before an Eruption

  • Know your alert level — bookmark phivolcs.dost.gov.ph and PHIVOLCS social media. Sign up for DOST-PHIVOLCS SMS alerts if available in your area.
  • Check your Permanent Danger Zone status — ask your barangay if you live within a PDZ. If yes, have a permanent evacuation plan and pre-packed go-bag.
  • Add volcano-specific items to your go-bag: N95 masks (one per person), sealed goggles, long-sleeved clothes, hat. Keep a 72-hour supply of water and food.
  • Identify your evacuation center — know your route to the designated evacuation center outside the danger zone. Plan alternate routes in case roads are blocked by ash or lahars.
  • Prepare your home — identify potential ashfall entry points (windows, vents, gaps). Stock plastic sheeting and tape to seal indoor air. Cover water tanks.
  • Know lahar-prone rivers — if you live near a river draining from an active volcano, know to evacuate during heavy rain for weeks to years after any eruption.

During an Eruption

  • Evacuate immediately at Alert Level 3+ when your LGU or barangay orders it. Do not wait until ash or lava is visible — by then, roads may be blocked.
  • Never re-enter the PDZ to retrieve belongings, livestock, or vehicles. Wait for official PHIVOLCS clearance — repeated early re-entry is the #1 cause of volcano-related deaths in the Philippines.
  • During ashfall: stay indoors. Seal windows and door gaps with wet cloth or tape. Wear N95 mask and goggles if movement outside is essential.
  • If caught outside during ashfall: keep mouth and nose covered, move to shelter quickly, protect eyes, avoid driving. Pull over and park if visibility drops.
  • If near a volcanic river during heavy rain: move to high ground immediately. Lahars can arrive with little warning, even if the eruption appears to have subsided.

After an Eruption

  • Wait for official PHIVOLCS all-clear before returning home. Alert levels may decrease slowly — stay at the evacuation center until authorities confirm it is safe to return.
  • Clear ash from rooftops carefully before returning inside. Start from the top; wet heavy ash down first. More than 10 cm can collapse lightweight roofing materials.
  • Flush water pipes and tanks before using tap water. Test or boil water before drinking — ashfall contaminates water supply with heavy metals and sulfates.
  • Protect your lungs — continue wearing N95 masks when outdoors in ash-affected areas even after the eruption, as settled ash is re-suspended by wind and movement.
  • Monitor lahar forecasts for months after the eruption — every major rain event can trigger lahars in river channels draining from the volcano.
  • Apply for disaster assistance — register with your barangay DRRMO for DSWD relief, DA crop assistance, and SSS/GSIS/Pag-IBIG calamity loans.
